I'm sorry, I know it's annoying when I say "What?" because I cannot process the information provided rather than because it was not provided clearly, but...

...what?

(Some terribly naive part of me is trying to speak up and say "Aren't there rules against that sort of thing?" I am quashing it mightily, since any responses will likely fuel cynicism and despair.)

Like Bush gives a fuck about rules. The defining document of our government and it's role in society down here, you know, the one he swore to uphold on national television a year and six days ago today, he has no respect for. Why should some piddly treaty matter to him?
